“Because let me remind you as you say, the law makes clear that harm to civilians must be proportionate to the military advantage derived from any attack. And this is clearly has not happened here. It is not proportionate at all. Despite what Israel claims, many buildings, about one thousand buildings, have been destroyed, but many of them cannot be described as military targets at all.”
